The development of early Chinese civilization stagnated due to a lack of cattle and horses to be domesticated into a means of production. During the transition from feudalism to capitalism, the resulting insufficiency of surplus derived from agriculture retarded the development of Chinese society. The pamphlet concludes by asserting that the structure of contemporary Chinese society is a result of the conditions of production at these earlier stages of Chinese history.
