Abstract:  The Economic Council of Canada and the Organization for Economic Cooperation and Development predict increased unemployment and economic woes for western capitalist economies for 1978; Canada's weak and underdeveloped manufacturing sector further threatened by world-wide slowdown; informal hearings on Justice Patrick Hartt's commission on the development of Northern Ontario begin November 8; Solicitor-General Fox reluctant to release RCMP documents to Quebec's Keable inquiry despite five subpoenas; federal government to consider changing laws concerning police spying and surveillance.
