All power is in the hands of the Soviets. Confirmations are unnecessary. Your dismissal of the one and appointment of the other is law.

[1] Lenin’s telegram was sent in reply to a request from the Presidium of the Moscow Soviet of Workers’ and Soldiers’ Deputies that the Council of People’s Commissars should confirm the appointment of the newly elected Gubernia Commissar and the dismissal of the previous one.
