I am being asked about the reason for my absence at the meeting held on Sunday evening by the Executive Committee, the Steering Committee of the Congress and the bureaus of all groups. The reason is that I upheld the refusal of the Bolsheviks, as a matter of principle, to participate in the meeting, and urged that they present a written statement to the effect that they refuse to participate in any meetings on such questions (the ban on demonstrations).
