Dear Comrade,

The enclosed letter[1] is the formal result of the talks with Poletayev which I began in Berlin, on instructions from the Duma group.

With the agreement of the group, I have formed an Editorial Committee consisting of Comrades Grigory (alternate—Kamenev),   Steklov and Alexandrov to publish the report.

Since the group has undertaken to contribute no less than 500rubles to cover the expenses, and the total cost of publishing the report has been estimated by us to run to 2,100–2,200 rubles, we propose that the remaining 1,600 rubles be issued from the Party (“trust”) funds[2] (and placed at the disposal of the Editorial Committee), to which representatives of the Bolshevik trend are agreed.

[2] Trust funds—money belonging to the Bolsheviks held by trustees. At the January 1910 (“Unity”) plenary meeting of the C.C., R.S.D.L.P., held in Paris, an agreement was reached under which the Bolsheviks dissolved their group and turned over its property (funds, printing shop, etc.) to the Central Committee on condition that the other groups likewise disband and pursue a single Party line directed against liquidationism and otzovism. The funds were held in trust by the German Social-Democrats Karl Kautsky, Franz Mehring and Clara Zetkin.
