The bureaucracy remains Despite the change in government, the same shortsighted attitudes still prevail
in many quarters, and above all, throughout the bureaucracy. In
the Ministry of Natural Resources and elsewhere, the people who
have encouraged clear-cutting, who have devised reckless resource
